The Cardinal Group was awarded the project based on an integrated delivery approach, with IPS as the Engineer of Record. Their combined technical expertise and experience is critical to the success of this aggressive schedule-driven project.

The fast-track project will be the first physical facility for Tonix and include a two-phased handover. Phase 1 is occupancy for administrative and development lab space within 6 months, and quality lab and CGMP manufacturing within 7 months.

Our team selected key subcontractors to join the project on the outset of basic design and included design-build HVAC and design-assist steel and façade subcontractors. The key to the successful delivery will be an efficient transfer of knowledge and requirements through each phase of the project to provide minimal learning curves for the design, construction management and supply chain team members.

An essential focus will be on the systematic design, construction, start-up and commissioning of the individual MEP and process systems to complete the various systems at the earliest time possible. This will permit the start of CQV activities and interface with the downstream client subject matter experts and operation teams.

To achieve this objective, the team will develop an operational testing and turnover plan that will define all systems required for start-up, identify the boundaries for each system, and define the roles and responsibilities for start-up.
